Sounds like a political ad to me..all congressional seats should be based on US citizen population. Any district whether local or federal that is solely bases on race IS unconstitutional..PERIOD
You're right Carolyn, it does. My fault for getting carried away! Racial districting was outlawed decades ago. That it took another SCOTUS ruling is a sad commentary on our voters.
